On our nine-day itinerary, we actually tried both: rented a car for the nature routes around Biei and Lake Akan, then switched to the JR for Noboribetsu and Hakodate. Here's what we found out, and hopefully it helps you figure out which one works better for you.

小提醒:北海道的冬春交替,地面常有積雪與冰,初次在雪地開車的旅人要特別小心。

Azuki旅行結語
這趟旅程我最大的體會是:北海道很大,不存在一種交通方式就能解決所有需求。如果時間足夠,建議「混搭」:前半段自駕走自然路線,後半段用 JR 串大城市。這樣既能感受開車自由,也能享受火車窗景。
The biggest takeaway from this trip: Hokkaido is huge, and no single mode of transport can cover everything. If you have enough time, the best approach is to mix both. Drive for the nature routes in the first half, then switch to the JR for the cities later on. You get the freedom of the road and the window views of the train, all in one trip.
